1. The ACCC has proposed five options. Which is your preferred option and why do you prefer it to the others?
There appears to be no changes with option 4 that will have any adverse effects on day to day quad bike useage

3. If you are a quad bike user, what would be the impact of the proposed options?

If you are a quad bike user, what would be the impact of the proposed options?
Options 3 & 5 (includes mandatory Operator Protection Device) which would completely and adversely change the bike usage in my circumstances. Such a device should be made available as an optional extra only for those who require it....NOT Mandatory!!!!!
There are already enough layers of red tape and regulation smothering Rural Industry.

4. What effect will each of the proposed options have in saving lives and reducing deaths?

4. What effect will each of the proposed options have in saving lives and reducing deaths?
Who knows!!!!! Most of the deaths that have occurred so far would never have happened
if a small dose of common sense had been applied!!!!!
You cannot protect people from themselves.... and that won't change!!!!!!

5. The US Standard requires a number of general warning labels to be affixed to the quad bike. The ACCC is proposing additional labels and information in the owners’ manual, alerting the operator to the risk of rollovers and differential selection. Provide comment on these two additional labels (see section 8.6 of the Consultation Regulation Impact Statement)

Top idea in theory....however in practice it becomes like the Great Western Highway between Lithgow & Sydney....There are so many speed changes that the never ending signs just become a blur and you switch off and just keep driving!!!!!
For example Quad Bikes are covered with labels regarding Under16 operators and yet we have had children killed!!!!

6. Provide comment on the current model of the safety star rating system (see Attachment A of the Consultation Regulation Impact Statement).

6. Provide comment on the current model of the safety star rating system
For me personally it's a non event. Before I purchase a new Quad Bike I inspect all features of all models that come close to meeting the requirements for the work I need to do.
I then test ride the "finalists" and choose one.

7. In Option 3, the ACCC has suggested some safety and operational criteria that an Operator Protection Device (OPD), designed to protect the operator in the event of a rollover, could meet. What are your views on the proposed criterion an OPD may be required to meet? Should additional criteria be imposed?

What are your views on the proposed criterion an OPD may be required to meet? Should additional criteria be imposed?
As previously stated any OPD should be optional NOT mandatory.
That way you could have any number meeting whatever criteria you want.
Purchasers can then choose.

8. Provide comment on the minimum performance criteria (see Attachment D in the Consultation Regulation Impact Statement) and the requirement for general-use model quad bikes to be able to have all wheels of the vehicle be able to rotate at different speeds, referred to in Option 4.

8. Provide comment on the minimum performance criteria (see Attachment D in the Consultation Regulation Impact Statement) and the requirement for general-use model quad bikes to be able to have all wheels of the vehicle be able to rotate at different speeds, referred to in Option 4.
Wheels rotating at different speeds would obviously be a plus as the bike itself would somewhat compensate for operator error.
Unless minimum performance did likewise all is negated by operator ability or in most cases ..... the lack thereof!!!!! Note my previous submission!!!!!!

9. Options 3, 4 and 5 do not propose additional design solutions for SSVs and sport and youth quad bikes. If your view is that one or more of these vehicles should be subject to additional design solutions to improve safety, do you have information and data you can provide to the ACCC in support of this view?

N/A

10. Provide comment on the transition period for the proposed options (see Section 8.8 in the Consultation Regulation Impact Statement).

11. Provide any additional information or data that you think may be useful to informing the ACCC’s recommendation to the minister.

Can't put it much plainer than in both this and my previous submission.
Quad Bikes are not dangerous..they do not kill...people kill themselves and even worse in some cases their children.
Then as usual everyone blames the Bike &The Manufacturer.
Then follows the usual predictable response...more and more Red Tape & Regulation in an attempt to protect people from themselves...followed by another army of "Little Hitler"bureaucrats running around trying to police it all!!!!
Note!!! The dangers of "Ice " usage are widely known and advertised, yet we have increased uptake & addiction etc.
In Australia's North there are signs everywhere regarding "Croc" infested waters but people still wander in & get taken!!!!
Australia needs a reality check...BIG TIME!!!!
