Limited review of the pedal bicycles mandatory standard - consultation on exposure draft safety standard

Overview

The ACCC is conducting a limited review of the mandatory safety standard for pedal bicycles — the Trade Practices Act 1974 - Consumer Protection Notice No. 6 of 2004 - Consumer Product Safety Standard: Pedal Bicycles: Safety Requirements (the mandatory standard).

We are seeking your views on the exposure draft Consumer Goods (Pedal Bicycles) Safety Standard 2026 linked at the bottom of this page. Subject to this consultation process, we propose to recommend the Minister replace the current mandatory standard for pedal bicycles with the exposure draft.

The exposure draft only applies to pedal bicycles. Separate to this exposure draft, the ACCC is currently reviewing injuries and hazards associated with e-bikes and e-micromobility devices, for which safety standards are also being considered. For more information see E bikes, e-scooters and other e-micromobility devices.

The exposure draft has been informed by the October 2025 public consultation in which stakeholders supported the options to:

  • update the mandatory standard to reference the latest version of the currently referenced voluntary Australian Standard
  • increase compliance options by referencing relevant international and overseas standards
  • specify certain requirements to maintain consistency on some matters where there are differences across referenced voluntary standards
  • allow compliance with referenced voluntary standards as they exist from time to time (dynamic referencing).

We are seeking your views on the exposure draft Consumer Goods (Pedal Bicycles) Safety Standard 2026.

We are not seeking views on which voluntary standards should be referenced in the mandatory safety standard. These were considered during the previous consultation. More information about the previous consultation can be found in the October 2025 public consultation.

Your submission may assist in refining the exposure draft Consumer Goods (Pedal Bicycles) Safety Standard 2026 to ensure the provisions are clear, practical and complete.
