The Australian government have allowed the banks to establish a monopoly by forcing independent foreign exchanges services out of business. If there is to be price competition then there must be service competition. Banks must be required to provide banking services to their competitor foreign exchanges services. Business to business banking services require the SWIFT network. The banks are the only ones with reasonable access to SWIFT.

It’s not foreign currency conversion services. It is foreign exchange services. It is foreign currency accounts at ADIs. It’s access to the SWIFT network via a bank. Cash based services and travel based services are not an important part of the mix.
